Theres only one way, heat and a putty knife. But be careful, if the tar catches fire, put it out quick because if it gets going it's hard to stop. Ihad a guy who had sprayed his whole truck with undercoat once..lol I did find him a guy to remove it, but not only did the guy charge him $500, he make him help.
I guess you could spray over it, but in the sun the tar will get soft and flex which will probaly crack the liner spray.

This is a really old post, but I've been reading elsewhere on the internet that dry ice on the tar for 10 minutes will make it brittle and then it can be broken up with a hammer. I'm about to try this with the truck I just bought. The former owner was in construction and spilled tar all over the bed over time.

Yes, really really old... But doesn't sound like a bad idea... I've sense found WD-40 to be the best thing for removing everything from paint, without any effect on it. Mostly because it is not oil based. I'm thinking maybe buy a gallon of it, soak a small hand towel in it (dripping wet), lay it on the tar spot and cover it with plastic. Let it sit over night and hit it with a pressure washer.
Let us know how the dry ice turns out....
