50 merc f47 been sitting for a long time.I knew the fuel was bad
but when i pulled the fuel line from tank it was plugged with a black tar
substance.I knew the fuel turned to shellac.but black tar!!!!

likely was at the bottom of the tank and its sucked into your fuel line and there you have it. Happened to me back when I was young and didn't think a tank that had been sitting unused for years should be cleaned (among other things)
Yes, and don't forget that now you have to thoroughly clean out the rest of the system because that stuff is probably been sucked all the way through into the carb. That includes cleaning the lines and all the carb passageways and jets. You will also have to totally disassemble the fuel pump and clean it out.
After all that don't forget to add a see-through fuel filter.
Usually that black sludge is dead "bugs". A microscopic bacteria or fungi that propagates in hydrocarbon fuel with a water presence. Live bugs are a brownish color.
Bad fuel really stinks. I bought an old old fuel tank home with me one day and the stink of that fuel tank stuck in the old van for weeks. It had gone like varnish.
