i'm looking for some info on the specifs of where to port the heads in order to get the most out of it. the heads are from a 78 while the block is a 74
the intake and exhaust springs are a different length. the exhaust valve has a special retainer that is thicker and is designed to rotate the valve during operation so it seats good. the rebuild kit i bought only came with the valve springs for the intake side. My question is that is this harmful not having the exhaust valve rotating???????

But you should be aware that the '78 heads you have are among the worst Ford factory heads in terms of performance. They are basically low-compression smog heads.
You would better off to use those heads just to practice on and look for some better heads to fix up for your engine.
As for the exhaust valve rotaters, no, it won't hurt anything if you don't use them. The valves rotate a bit anyways, the rotators are just to ensure that they do.
