I had a similar problem years ago on an AMC ( same carb )
I couldn't get the idle speed down low enough to be anywhere near
reasonable after a carb rebuild. turned out to be the no name
carb to manifold gasket had the plastic sleeves around the
bolt holes that were too long. I used a thin layer of RTV sealer
on both sides of the gasket to fix it.
NOTE: do not get any RTV anywhere near the vaccum channels or holes on the bottom of the carb.
The proper fix would have to have been to get a better quality
gasket, but I had to cut corners at times to survive back then....
