Get the VIN and have your local friendly Ford dealer run a OASIS before you do much worrying about the value.
With that said, most brand new in the box PSD's around here are popping a minimum of $ 10,000 off list from any dealer. No miles. So certainly, the one you found would be somewhat less than $ 37,000.00
1st huge question, why selling with only 3500 miles on it? Problems with rig, payments, lifestyle change, mental illness or what? He will take a huge hit and if all the questions come out OK for you I would think 10 to 12K off MSRP at a minimum...
OK- reality check. They may be selling them in Texas for $10K off- but it sure the heck isn't off of actual, factory MSRP. I've got two drop-shipped to Texas- rebates are the same. Pricing is the same (sold orders are keyed off of the buyers zip code for regional pricing). At $10K off, it would put the trucks about $2500 below triple net (not invoice- invoice less all the stuff taken out). Nope- you could once upon a time, but those days ended with Friends and Family. If it's $10K off, it's off of some inflated dealer number. That's not legal to advertise in Oregon, but other parts of the country consider this tactic legit.
As far as that truck goes- a dealer (as in, me) would hit that thing for invoice, less holdback, less rebate, less $.50/mile. Should be worth about $35,000, wholesale money- assuming brand new condition. It'll retail for $39,995 all day long.
