No, the engine will not start with the CPS out, or disconnected. The ECU relies on the signal from the CPS for timing information to know exactly when to inject the fuel.
Mine would hesitate for a second while idling at a stoplight, the service engine soon light blared in my face, and then just quit after a few more seconds. I dont know if I noticed any performance but I did noticed it started MUCH easier in the morning and ran a lot smoother. Also milage increased around 1mpg.
Once you starting seeing the tale-tale signs, I would go ahead and just replace it. Then you know you probably have 75k+ until you have to change it again. I broke my old one taking it out...it can be a PITA but it is fairly simple overall.
