Brake adjustment

I have new shoes, hardware, wheel cylinders and bearings on my 69 F100(2WD). It was pulling hard to the left when I stepped on the brakes, which prompted the brake job. I haven't gotten the tires back on yet,but I've noticed the front left hub is extremly hard to turn. I've adjusted the starwheel as far as it will go but it doesn't seem to get loose enough. I even pulled the hub back off to make sure the adjuster was on right. Any Ideas?

Brake adjustment

Are the shoes catching on the backing plate? Are the primary and secondary shoes on the right way? The larger secondary shoe should be to the rear of the truck. Is the retracting spring installed right, and does it pull the shoes together?
That is about all I can think of.... oh wait a sec is the drum ok as in not warped or gouged? You could actually try it on the other side and see if it spins freely to eliminate it as a problem.

Shoes and springs are on right. Good idea about swapping the hub, I'll try it. Thanks
