it pisses out where the fuel line goes into carb,yet it won't draw out of tank.
I suggest looking at some diagrams of fuel pumps and the way they work. If you get to understanding them well enough, you'll see your problem. If you go buy a new truck from ford it will come with whats called an in-tank fuel pump. It's electric. If you look into it, you'll find every car that ever came from the factory with an electric fuel pump has it mounted near the tank. Yet all our older motors have fuel pumps on the block.
The rule of thumb for fuel pumps:
-Electrics do a great job pushing, but a bad job of pulling
-Mechanicals pull well, but do not push well.
This is why you put electric fuel pumps in or near the tank, and mechanical fuel pumps near the carb.

well i put on a regulator and left the pump where it was & i'm getting 2-4 psi needle bounces a bit,and changed the line from tank to carb and it seems to be workin.now i've got to start working on other problems,so thanks for all your help guys.
