Power steering weirdness

Power steering weirdness

'97 Taurus 3.0.
I've been having some problems with the ICS keeping the idle up around 22-2300 RPM and I get pissed off at it. I shut the engine off while moving along and let it restart itself trying to get the ICS to let go. When I do this I lose the power steering. I have to stop, shut the engine off and restart again to get it back. I can see no reason for this to happen, there is no airconditioning type clutch on the pump and, as far as I can tell, no electrically assisted unit on the power steering.

What's going on????

Yes, I took off the ICS and cleaned it again, it will work fine for about a month or so.

John, REPLACE the IAC.. It's a whole lot less headache when it works. There is a pressuse switch on the PS pump. Apparently when you turn the engine off and back on there isn't enough delay for the computer to switch the PS pump back on.

OK, here's what I found so far.
Other problems have surfaced since the power steering thing. Driving down the road the radio started going out, the power windows would stop working, the seat belt light would come on and the power steering would almost quit BUT, when I put it in neutral everything would work OK again. Seems, according to what I've found so far, the neutral switch (there is some controversy as to what they are actually called) needs to be replaced. Why this affects all the mentioned systems I have no idea and how does any of this affect the power steering ?!?!?!?
Power steering is a mechanical thing, pump, hoses, control valve and steering box, note the lack of anything electrical.

Some Tauruses had VAPS (Variable Assist Power Steering) systems. If yours has it there will be an actuator thingy on the rack where the steering column shaft goes in. Basically it makes the steering lighter at low speeds and heavier at higher speeds for more road feel. I wonder if that's what's making it feel like the PS doesn't work?
The TRS (Transmission Range Sensor) is what used to be called the neutral safety switch. I've seen Tauruses that the radio only worked in reverse and other wierd problems like that that because of a bad TRS.
