Carter YFA fuel return?

On my Carter YFA non-feedback carburetor I have the fuel inlet and adjacent to it to the right, also on the bowl is another fitting of the same size and type. Is this a fuel return line or what? It runs great with it capped but I would feel better with a hose run to the ground (it already had one fire)unless there is another good use for this fitting. Thanks

Picture in gallery now

I put a picture in my gallery of the carb. If I plug the left hand (fuel?) inlet, the idle speeds up very slightly but has little or no vacuum. If I put vacuum to it the engine stops flat. It runs fine plugged but it doesn't seem to have the bottom end torque that I would expect.

It really picks up and goes over about ten mph though. If I rev the throttle and slip the clutch I can break the wheels loose but then it bogs down. Feels like it's just geared too high but I don't know having nothing to compare it too. I also would like to know the purpose of the hole with vacuum at the base of the electric choke. I have it plugged and again, it runs fine, just curious what it was for though. I can find several diagrams but none show anything usefull, neither does the Haynes or Chiltons manual. Any help would be greatly appreciated!

That right side fitting looks like an emissions bowl vent, would have gone to a charcoal canister on the frame. It's fine capped.
That vacuum source at the choke would be for a heated choke, with two lines going down to the exhaust manifold. It draws air from inside the air cleaner, through a coil inside the exhaust, up into the choke, and then into the carb and intake. If you have a full electric choke and it's pulling off properly, that should be fine plugged also.
