yes, i believe that was a problem, at least my symptoms were the same, i never actually did a voltage test, but if the engine didnt fire right off it would just turn and turn....it would also stick in the start position occasionally..maybe im way off base on this one and my problem was totally different, but looking back i beleive the symptoms were quite similar....

Some ford starters sit deeper in the hole than others, which is why the shims are available. I bought a new starter last year and it made a horrible noise once the engine started. Turns out the gear on the starter was rubbing the flywheel. I made a shim for it and it's been fine ever since. The difference is only about 1/8" or so and it's really hard to tell just by looking.
