I have fould a few 428 block codes, and know to look in the center freeze plug for the 428 casting to be sure it is a 428. and the bore is 4.13
Is there a list of all 428 blocks somewhere?
The ones I have are C6ME, C6ME-A, C7ME, C7ME-A, AND THE C8ME COBRA JET.
does anyone know of other? I have a guy that says he has a 428 and a 429, hopfully he know what he is talking about.

The "428" can also be in the coolant slot seen through the deck of the block besides the center freeze plug on some 428 Blocks. If it is a production 428 block it will have either a sandscratch "A or C" on the back of the block. Also a 13/64" drill bit shank will fit snug between the cyls accessed through the freeze plugs. Some 428's have the X or CX in the lifter valley. The C and some recent finds on A blocks will have reinforced cranksaddle webbing. Most A blocks were std passenger car blocks with the std crankwebbing. Service replacement blocks will not have a casting number but should have the "428" cast into the block inside in either of the two areas found. I've seen some that don't have them too. Fordeverpower is correct meaning some block casting numbers are used on different bore blocks besides the 428 making them pretty useless to ID them with. So bring your drill bit and look for the C or A on the back. Also the 428's inside. Just note there are other FE blocks that will take a 4.13 std 428 bore. Some 390's and 391's that have the thicker wall cores. So see what he has and have your bud snap a few pics so you can see if your not going also.
