What is IPR? And i am starting to have similar issues i think...idle is rougher.....not real smooth as before.seems to be constantly moving a little but never moved at idle before..and can hear it surge each time a little...and seems to be constantly down on power throughput operating temp and range.....almost like its not hitting on all 8....but obviously not that extreme but i hope you get what i am saying. And very rough on start ups. Sound similar?
The IPR is the injector pressure regulator; it is located on the aft side of the high pressure oil pump in the valley of the engine. Your symptoms seem to be similar to the ones I was having. I didn't have rough starts, but did seem to lack a bit of power, and it did start surging.

If this doesn't help, I would get a cylinder contribution test done to see if you have any weak or failing injectors. Hope this helps you a bit.

You can get it done at your local Ford dealer, or other local diesel shop with the capability; not sure of the cost, I didn't end up needing to get it done.
I have had the rough idle/loping on my 99 since it was new.. Being that this is my 1st diesel, i figured this is just normal when cold. After about a minute of warming up, it was ok.. (even parked in the warm garage over night it would lope). I was using Delo 400 for the last 64,000 miles. Well, to make a long story short, i switched last week to Shell Synethic 5w-40 and the "loging" competely disappeared even letting the truck set outside over night now. Injectors must really like the stuff.. I am impressed !
