try a new Catalytic converter or make sure that your truck is running really, really hot before you get it tested, to get the truck running good and the cat will burn up those HC's.
Also make sure all your emmisions equipment is hooked up right.
One time I failed with Clyde because I had old fuel in the tank. Went out and drove down the lowest tank, refilled it with fresh fuel and passed. And yes, you should be as close to operating temp as possible. I would try to hit the inspection station when I could drive right in. Idling waiting to get in would cool down the engine. Thank God that Minnesota threw out the emissions inspections years ago!!

I know exactly what your talking about. I had the same problem. I was 4 times the limit in my state. You probably didn't give your truck enough time to heat up. All I did to pass the test was I drove around on the highway for 30 minutes or so before taking the test again. Then while I was waiting in line to get tested I kept givin her gas to keep her warm. I passed no problem.
Fresh oil change, fresh gas, warm it up good and my favorite trick is to lean out the mixture at the carb by turning in the mixture screws till the engine starts to stall, then slightly back them out so that it's as lean as can be. You can always rich'en up the mixture after it has passed emissions to what suits you.
Has worked on my 1982 400V8 2BBL F250 4x4 every emissions. I added a 1" carb spacer to help prevent the engine heat from boiling out the fuel bowl, and had to even lean out the carb more to pass emissions. Hope it helps...
