Any firearm is nonlethal... until the perp chooses to ignore your warning.
now thats funny. i know that officers aim for the chest, and i did forget about the masks(just another instance of random stupidity). but if you have ever played paintball you know that they can be very inaccurate and i was talking worse case scenario. i haven't read any articles about this system being used and that happening i was just pulling from my expierences in paintball. they really should just aim for the nuts, that hurts!!!!
If you have the right setup, paintball can be very accurate. Everything from perferations in the barrel to give the "paint" spiral. To anti-siphon tubes and low pressure rigs to keep the velocity the same shot after shot. And I imagine the police would make sure theirs are accurate.
One thing you have to remember about these devices is that most PD's, as well as us in the military, consider them "less lethal", not "non lethal". Reason being, under certain conditions, they can be VERY lethal. We have to go through more certifications on the less lethal ammo, than we do for the regular stuff.
There are lots of different less lethal deterents though. Personal favorites are: (1) 12 gauge pump (nothing like that sound to straighten you up. (2) Laser on the chest (that will make you think about your situation for a second). (3) VBL, Very Bright Light. If the guiness can't see you behind it, he can't tell what else you have. Then the sound of the shotgun and the laser on his chest let him know he's screwed.

Nothing like a 'Schick-schick' (along with a little red dot) to let you know that your defecation is anemic!!!
