This is copied from another poster from another board but it is very informative.

Looking at the list there are quite a few members from around the country from both Parties. So there is probably a good chance one of the members of the Committee is the represenative for some of the members here."

Bondo,this has been coming for a long time!
You won't stop it,but have to find ways around it.
DIY guys are going to be hurt the most.
You won't be able to buy the paint and supplies in the near future!
So stock up now and take the chances that you won't get caught spraying outside of an approved 50,000 dollar booth.

Rich: I just wrote to my senator, and 2 congressmen and also sent Ms Trent an email voiceing my concern with these proposed rules. This is not about clean air, It is about the Collision shops trying to put the independents out of business. The do it yourselfer is just going to be the recipient of collateral damage. It really distresses me when you say you can't stop it. Aren't you even going to try? or are you just going to stick your head in the sand. Even if we can't stop it, maybe we can modify it. The next thing you know, you won't even be able to change your own oil.

I just emailed Ms Hirtz, only took 5 minutes to politely express my opinion for a hobbyist exemption. Lets get on the bandwagon to keep our hobby from regulated out of existence.
