Ok, the glow plugs are fine, but the timer or perhaps the temp sensors on the timer are not accurate. is there a way to test the sensors or reset them, or do i have to buy a new starter?

The 93 system uses resistance feed back from the glow plugs to set the time they heat.
How long are they heating?
Have you checked all the connections for corrosion?
How are you checking the glow plugs?
The black wire on the controller needs a good ground for it to work right. That is a common problem.
Near the dip stick is a connector that the engine harness plugs into the truck harness at. Pull it apart and check for corrosion on the terminals and check it for signs of overheating. The battery power to the relay/controller goes through that connector as well as ignition power to the IP and glow plug relay to start the timing cycle.
Also check all the connections near the passenger side battery for good contact, that is where the battery power to everything comes from.
