You cant tell me where they are siezed? There has to be areas **** to this type of problem. There siezed is really not a helpful answer I already new that when I started
One is streched cables and the other is siezed parts.
The cables can be adjusted by the lock nut on the drivers side just behind the cab.
The cables usually sieze just as they enter the rear of the brake drum. Another problem is if the parking brake bar is rusted tight on the shoes. A minor teardown on the rear brakes is needed in order to find the sieze point. All park brake parts should be loose and be able to be freely moved with a screw driver inside the drum.
From my limited expecience, it seems like the driver's side tends to be the first to seize. Usually you find that the equalizer is kinked as only the pass. side is working. You're porbably better off replacing the seized section, usually about $30+ each.
i usually tug on the part that goes from the cab (1 wire) to where it splits off to each brake. the cable(s) should move in and out of the sleeve, if not trace it to which side and disassemble brake and see if you can move the p-brake lever...if that moves the cable is seized and should be available at the parts store
it could be way out of adjustment(connecting cables or brakes) or even a broken cable

I have seen them seized anywhere from the actuator in the cab to the rear assembly.
