This will stir up the Cummins boys. My brother traded in his 03 PS and bought an 05 Cummins to tow his 30ft toyhauler. Big mistake, his PS towed the trailer no problem, I drove his Cummins, towing his toyhauler and had to have my foot to the floor (NO LIE) to maintain freeway speed along side the Salton Sea. That area is pretty flat, with only a four speed trany, his truck was either on the redline (3200) or lugging at (1900) rpm's. Oh by the way, we averaged 8 mpg's towing 10 thousand pounds.
Sounds like that Cummins needs to go to the shop for a PCM upgrade or something. Ive never heard/seen/expereinced anything like that. That thing ought to EASILY at least hang with the 6.0, something is up.
It accelerates from a dead stop great, but the thing just runs out of steam on the highway. I noticed that the RPM's would drop about 1000 when it would down shift from 4th to 3rd. It seemed to like to tow at 2400 to 2700 RPM, but that was 65 plus. There is no way to select between 3rd and 4th gears, so the tranny just hunts back and fourth.

Something is not right. I have a '96 Dodge V-10 with the 47RE and I can pull my 10,000 lbs. trailer all day and all night at 65 mph, in overdrive if the land is fairly flat, and in 3rd if more rolling.
BTW - I get 9 mpg, even in 3rd.
Your brother's truck is a sick puppy.
As a side note, the Cummins 600 makes max torque at 1600 rpm, so 1900 rpm is not "lugging" the engine.
Did you do some fishing in the Salton Sea? Because I sure smell a fishy story.
The 5th gear in the TS in on the low end. 4th and 5th gears in the 5R110 are roughly the same ratios as 3rd and 4th in the 4R100. So the 5th gear in the TS doesn't help at 65 mph at all.
Now the 6th gear in the 2006 Allison is a higher overdrive gear and will reduce rpms at 65 mph.
Flame away, its just the facts. I was surprised myself, my brother and I travel frequently together and his Cummins always gets better mileage than my PS, that's why we decideded to use his truck for are trip to Glamis. Funny, my friends v10 Dodge only gets 7 miles per gallon towing an 8000 pound trailer. Maybe you drive down hill frequently? Oh, and I don't fish...
I probably wasn't clear, there is no way that I found to keep in fourth or fith gear. On my brothers 05, it has first, second and drive, oh and the switch at the end of the shifter stalk that dictates if you are in tow/haul or not. 2005, crew cab, 2500, long bed, auto, Cummins, navigation, 4:10 gears front and rear, leather and I believe LT245's, ect... 64 miles per hour was between 2800 and 3100 until it shifted into overdrive. Then the speed would decline to 60 miles per hour and we would start all over again. Maybe your truck has Texas sized tires?

My experience with the Cummins is that it does max torque at 1600 but it only maintains peak torque over about 200 RPM. With 3.55 gears you push about 1740 RPM at 60 MPH. That leaves nothing for battling winds or inclines. The beauty of the 6.0 is that the peak torque is maintained between 2000 and about 2500 RPM which gives lots of umpf at highway speeds. The engine may not be "technically " lugging, but when you hammer-down and get nothing back it sure feels like your lugging.
I don't smell fish here but my Cummins was a 96 with way less rating than the new 600's. I'll go along with you on the "sick puppy" comment. I would hope that a new Cummins would do a little better.
Banks and other chip companies post "before and after" dyno graphs that show the stock Cummins maintaining near peak torque all the way to 2500 rpm+, so it is not just Dodge "propaganda".

I stand corrected. Now excuse me while I retire to another room and try to extract my head from my A**.
