240 timing issue

I have a 66 240 that I have only had for 6 months. Still not tagged till I get the last bugaboo worked out. I have good cylinders as I had to put 6 new pistons in due to 1 broken piston. I did this in chassis so I did not have the whole engine apart. I did add duraspark 2 and rebuilt the holley 1940 1V carb. My ign timing will not allow the engine to run within the marks on the cover. I must rotate the distr. to about 1 oclock which is not even close the the scale on the cover. When I do this the vac increases and the advance puts the mrk at about 12 oclock. I verified TDC and my original damper mark lined up perfect. I am ready to pull the cover off to verify the cam timing as I think something is off. This is a ford reman with low miles. Anything can happen but wanted some support before I go forward. Weird one to say the least!
