Question temp. guage question and CAI question.

Just a couple of questions that are unrelated.
I put a aftermarket temp. guage in my 87 BII. The temp runs up to about 200-210 then drops down to around 185-190 then crawls back up, then drops back down, constantly. Is this normall? What temp is normal for a BII?
Living in Cali, I have cali smog laws to deal with. Ive been thinking about cold air intake, is it possible here in cali? or would I not pass smog?

Most cold air intakes are approved for use in Cali.

Temp will crawl around like that in the 2.9 models. They are not know for keeping constant temp, the radiator is almost to small for them.
