I have a 1989 F250 7.3 with a strange electrica gauge issue. The gauge swings HARD to the left when power is turned off and only goes 1/4 of the way to the right when power is on.. The gague use to go 1/2 to the right.
With a volt meter I am consistently getting 12.74 at the power relay as well as the battery with the engine running.
13.94v is more like it. The only suggestion I have is pull the cluster out, and take a pencil eraser and clean all the copper conenctions on the circuit board.
If your truck has a speedo cable, that could be holding you up. If you can, reach around or under to the back with your hand and see if you feel the cable. If you do, feel up next to the head unit, and there should be a clip there. Push the clip sideways and the cable should release.
