I have a similar problem with my wife's 96 Explorer Limited... No taillights... but the 3rd brake light USUALLY works... Ford dealership fixed it a year ago for about $350 (mostly labor) but it slowly, and intermittently got worse again... A year before that, we had the windshield replaced, due to leaking...
Do you think it's any coincidence that the keypad entry has not worked for even longer? When my wife's parents had the truck before us, they had a little electrical work done, but I don't have the receipts or any details.... Is this most likely an incredibly time consuming "trace the wires" type of thing?
Besides the obvious safety issue, the inspection is past due.. and obviously noone is going to pass a vehicle with one, or no, brake lights...
