by "pull the cable", do you mean disconnect it from the instrument cluster, and shoot it down in the cable? Or pull as in pull the cable its self out (the inside part) of its housing and lube it?

I would pull the cable out if it was me, however you may be able to get away with spraying it while the cable is still in the housing.
This happened to my '73 F100 a few months ago. I pulled the cable to lube it, but I couldn't get it back in correctly. I assumed the outer cable sleeve was too worn from 28+ years of spinning. So I got a new cable assembly from NAPA for about $20 - works great now.
If speedo cable stuff doesn't work, you probably are missing a tooth on your speedo drive gear in your transmission (or t-case). A tranny shop can probably hook you up with a new one, or you can just live with it like me
