You can get an additive at the Ford dealership call "lubrication stabilizer" it comes in a 2 oz bottle and cost about $4.00. It got rid of that "whir" sound in about a week. Tell them what the problem is and they should know what it is
I wish my p/s sounded as good as some of you guyses. Mine sounds like a cat going down a garbage disposal tail first.

When I read this I laughed, I cried....Well.. mostly I just laughed. I'll be thinking about the cat and garbage disposal all day. Oh man that is sooo funny! My cats wouldn't think so but I didn't read this post to them. Did the flush and refill on mine this summer and was amazed at the condition of the fluid that came out. It looked like something that came out of a used motor oil container. Steering response seemed to improve after the flush and it is a little quieter. You probably have one of the nastiest p/s systems on the forum. I gotta go get a kleenex to wipe the tears fom my eyes ..SHEESH what a description!
I have changed PS fluid last week, I use syntetic flued (Mobil 1), but errrrrrrrrr have not disapeared. I've checked perfomance and pressure of the pump (60-80 kg/cm2 in all the regimes). It's OK! So I've been adviced to use my pumt till I find a problem and to by a new one later... (Or to visit a local junkyard and find an other pump. It may be really good, and nearly for free..., may be...., I hope...)
i have a noisy nieghbor cat that leaves tracks all over the cars and urinates under them, now i just have to find a way to get his tail near the garbage disposal or power steering pump pulley
I have heard a cat go through a fan belt yes. Some kittens had climbed into the engine comparment of my friends car. He went to start it up, and he heard a cat scream, followed by a clunk sound, and then the fan belt broke. It also broke a blade off the fan. Yuck, what a mess.
Ones, I wanted to check oil level, open a hood and found a cat sleeping on engine... May be It was warm iside...

did it run with no ATF in pump for any more than 5 seconds?
most Ford pumps including the Aero are high pressure close tolerance pumps more so than most other brands
if ran for extended time with low ATF, pump gears or bearings may be damaged.
once air is mixed in ATF, takes days for air to separate out if ever, try total flush with new fluid, draining from return line to pump off rack dist. tree, may be a neoprene splice going to pwr steering cooler

Just put a T on the return line with a ball valve ($5) from Home Depot. Then you can bleed 1/2 pint at a time from the steering with the engine running and fill it back up. Repeat a few times and your fluid will be sparkling clean.
Turn the steering all the way to one side while you do the bleeding, then turn it all the way to the other side and bleed again.

P.S. You can even close the valve and leave it there after you are done. No need to remove it, unless you have another Aerostar to bleed
