Ford F100 Power Steering Issues
If you used the old pressure and return hoses they could have been plugged. This would not only make the pump noisy(working too hard and fluid starvation) the steering difficult to turn (lack of fluid pressure or a return path to the pump for the fluid) it could also eventually cause a hose to rupture making a big mess and a loud noise.
Might be a good idea to pick up a couple of new hoses.

Ford F100 Power Steering Issues
Hey, I had that problem on my '78 F150 with a 351M, I replaced the hoses and turned the wheel all the way left then all the way right and it works like a charm. I agree with the others, it is easy to get trash in the lines and plug'em. Best of luck to you!
