Use sandpaper and sand the chrome, scuffing it and causing it form ridges in the finish that will allow primer or a sealer to adhere to the surface. Then use a fine grit sandpaper to sand it smooth and apply paint.

getcher self a good orbital sander, and some 80 grit paper. you can either take it all the way off, or just scuff- sand it... either way, lemme know how it turns out.

You're going to best off taking it to a professional plating service and having them "dechrome" it. It's going to cost a few $$$ but you'll get the best finish that way. I'd also consider having it powdercoated instead of painted. It'll last much longer.
Bill is right, I used to work at a plating plant and we had a potash tank that was hot, and that would strip off chrome.
