No the computer doesn't control any accessories only the air/fuel ratio and timing for the engine. You have and electrical problem. It could be something as simple and a shorted wire or a bad ground. You need a Haynes manual to trace the wiring. The problem has to be simple but you need to know what you are looking for and the Haynes manual will help you.
I do not know what you’re talking about, the computer (EEC) controls the Fuel Pump Relay, Idle, Air Bypass, EVR, TFI, EGR and the Fuel Injectors.
If you do not have the PIP it will not turn on the Fuel Pump Relay or TFI.
To bypass the EEC control of the Fuel Pump Relay ground the pin 6 on the Data Link Connector.
The TFI will fire base timing if you pull out the SPOUT.
Profile ignition pickup, but yes, it is the primary timing information source for the computer - it's a hall effect sensor. I still think the problem is somewhere in the wiring and power supply to the fuel pump and EEC relays.
The PIP is a pulse that leaves the TFI Connector and goes to the EEC.
The EEC uses the PIP to find out if the engine is running or not and if the engine is not running at 120 rpm or above it turns off the fuel pumps.
No PIP is zero rpm and the fuel pumps are off.
Note that the EEC will turn on the fuel pumps for one second to pre-pressurization the system when the key is first turned to the on position.
The book says it will also turn on the fuel pumps while cranking but I do not know if the PIP is required for this or not.
And of course with no PIP coming out of the TFI you will get no spark.

Do not forget the first step in checking out the fuel pumps is bypass the EEC control of the Fuel Pump Relay by grounding pin 6 of the Data Link Connector.
My 88 F250 did the same thing,I replaced the Fuel pump relays ect... no luck.
It was a combination of a bad wire on the Voltage Reg and at the same time the Inertia Fuel Shutoff Switch was tripped?
I fixed the wire and reset the Inertia Fuel Shutoff Switch and she fired right up.

and most likly wont buy another f150... for now i have a 98 explorer so i will be up on that forum from now on.......
