OBDII Code reader plugs in NO JUICE

I have a 1996 F250 302 4X4. I bought a OBDII code reader and it doesn not even start up. I checked it with another truck and it works fine. How do I fix the truck wiring? My plug seems to be dead on the truck.

I don't have a good diagram of your truck's year and the datalink connector. The 96 diagram I have shows 3 wires coming directly off the engine computer. But the better 99 diagram I have shows there are 7 wires coming to the datalink connector. The same three come from the engine computer, but there are also two grounds, a black and a black/white wires, and there is a fused power source which is lightblue/white.

If these wires look the same on your connector, I would check for 12 volts from the black wire to the lightblue/white wire. There is a fuse for the lightblue/white wire in the fuse box.
