A lacquer stick I've been told of them years ago (60's), but for now all I can think of is a pen you filled with paint that had a needle for detail work like wheel covers and emblems. Not that paint stripe tool with different width wheels and a flexable magnetic track.

Any wal-mart, fabrics or craft store has paint pens. I use them to fill in the stampings on golf clubs that I refinish and build. They come in various colors and are about 3 bucks. Walmart has them back by the fabrics dept.
They are like a sharpy marker but with paint. Very good for detailed engravings. Fill it in and wipe up the edges.
