True, but that is because rear-drums aren't the best design and don't self adjust as well as they should... If you had an adjustable proportioning valve you could work it such that all 4 brakes are working in unison...
Would you be after an automatic load proportioning valve, or something you, the driver could adjust?
If you just want the manual adjustment, I have used a Willwood proportioning valve before, and found it VERY good. http://www.stockcarproducts.com/prop1.htm
If you want an automatic one, you will have to fab up a lever arrangement with thier lever operated one on your suspension - have seen it done before, but haven't done it myself.
I wouldn't recommend NOT using a proportioning valve on a truck that varies its load (i.e. you load it up with 2 tonne of wood every now and then)
