The driver's side brake light won't work when I have the headlights on. It works fine when the headlights are off. Checked and cleaned the ground behind the tailight assembly, but no change. Any ideas would be greatly appreciated.
I suppose the turn signals don't work either on that side with the lights off? Or do they flash the running light filament? Do the tail lights work when the you hit the brakes?
Try running any kind of wire from the ground back to the battery ground (I frequently use an extension cord).

It still sounds like a bad ground even though its clean were you checked it may not be elsewere. Just try running a jumper wire from the bad side to the ground on the good side to check it out.
I had sort of the same problem. I messed around with the grounds and finally ended up replacing the bulb sockets. Now everything works perfect. The problem wasn't the ground to the body, but the ground in the socket was not touching the bulb.
