valve sizes

I am getting ready to build a 77 400 and I have a set of 72 351c heads to put on. They need rebuilt so do you think I should have 400 valves installed or keep the c valves? OR just overhaul the 400 heads? This is going to be a low buck build but I am going to spring for flat top pistons and a cam. Speaking of which, I will be doing a stock type valve job, can I use the comp cam with the stock (NEW) springs? BTW Is there a big difference in valve sizes between the C heads vs the 400? The 77 heads may have valve rotators on the exaust valves, you don't want those left on there. I'd get the springs that the mfgr. recomends for the cam, they don't cost much.
