Yeah,he bought the truck new and never drove it much(He has 5 vehicles) until the last 2 years.He said that if he liked this programmer he was going to get one for his Excursion,but after yesterday I think his bubble was busted.I think we will try it on his Excursion and if works better he can just get a chip for the F-250.What would be the best choice for a chip????

After putting in my new exhaust, I am now playing with an Edge Evolution - but for a 2000 F250, so it has an intercooler and the bigger injectors compared to an OBS truck.
In the 'tow tune', which they claim 60hp and Dale Isley says is more like 25, I was quite disappointed with it. Yes, it had somewhat more power after the turbo spooled up, but right off the line it was sluggish compared to the stock tune - it felt kind of like a carbureted gasser that wasn't getting enough accelerator pump. Once it started moving, felt fine.
Right now, I have it set on the 'race tune', and the throttle response is immediate. I haven't played with the 'extreme tune' yet.
I'm not disappointed in the 'race tune'. It feels stronger and livelier across the rpm range - but mine is a new body style. That could make a big difference.
Also, I have a few mods to go with the Edge, including shift kit, external tranny filter, Tymar intake, 5" exhaust, and some other, smaller mods.
Yes, the injectors on the 99-up trucks flow about 20% more than the OBS. You can make good hp out of the OBS, but it takes a little more work. I think that you may still have a stopped up cat, even though the mileage is low. If the truck was used for a lot of short run, stop and go driving, it can cause excess carbon build-up. I really suggest a 3-4" downpipe (the stock dp is VERY restrictive), with a 4" exhaust, an intake upgrade, and gauges (at least a pyro). Then, I think you'll see a big performance difference with the tuner. If you want some real serious hp (and better fuel mileag) without upgrading injectors, try propane injection. Still need to do the supporting mods first though. Just my 2 cents
UPDATE: I appreciate all the great advice guys because we just recently took it off of the truck and installed on the Excursion and it was night and day difference.You couldn't tell it much on the 97 truck,but a HUGE difference on the Excursion.The truck really hasn't been driven much and you are correct that it has all been stop and go miles.I will tell him to have the CAT checked before he does anything else.
What would be a good chip for his truck because the EVO is staying on the Excursion.
