~What is this part and function~

.

Near the drivers side rear spring is a round wheel mounted near the rear
shackle - what does it do ? It will turn by hand .

What model do you have? 04 05 scab screw? Ihave not noticed what you are speaking of on my 04 screw but I will look for it.

I have an 05 KR SuperCrew ( 3 days old ) and have never seen this part on any
vehicle before .

I will get a digital photo later today .

How does it function ? Does not seem to be connected to anything .
