I have had to replace 1,2,3 and even 4 door lock actuators on SD trucks and Excursions before. I have never known all 4 to go out at the same time, however. That sounds more like a wiring or GEM concern.
usually its a weak or bad ground, it can conduct enough juice to tickle the actuators, but cant handle the volt/amp pull to complete the job... seen this on many fords...
you can try adding a new ground inside each of the affected doors, but that does not always work, especially if the door and chassis ground is not 0-5ohms (short)

I solved my lock problems with a can of WD 40. Did have to take door pannel off to get access to everything but WD 40 on everything & work it a bit & all is well again.
Mine was doing this and I had to replace the locks ( Switch and door locks 99 bucks including tax ) and I found that the arm that ataches to the rod was broken and not working properly.
Looks like it has been tracked pretty well, in most of the cases, it has been the actuators. That was the problem in my older Truck as well, I noted the problem when I caught myself playing with the lock switch. I noted that after a few minutes the door locks began to slow down and get "sticky".
But where you noted all 4 going at the same time I would ventue its in the electrical wiring some where, given that is that you already checked the fuse.
But should it not be in the wiring, then I would start with the cheapest part in the chain to replace and go from there.

My 2000 F-350 was doing the same thing when I bought it. Pointed it out to the dealer and they fixed it, but I don't remember what exactly it was they did to it. I'm at work right now, so I can't check the repair order, but I'll look when I get home and try to post again.
