error code 87

all of the sudden out of the blue, my 88 bronco xlt 4wd 302 started running rather rough. it gradually got worse to the point right now of it taking about 10 tries to get it to fire up. when I give it gas, it bogs down to the point of dying if i give it too much gas. if i slowly rev it up its ok. smells like its really running rich. im getting a spark at all of the splugs, so were good there. pulled a code 87, primary fuel pump circuit failure, but its not tripping the light. could the pump be the culprit? also, which pump is considered the primary one? Thank you guys very much for your time and all the help youve given me thus far!

also bled the fuel line and there was quite a bit of air bubbles in it. and checked whole line for leaks, none. tank was really low, so i put 5 gallons in it. checked the plugs, and they are fouled as hell, and theyve only been in there for like 400 miles. after the pump primes the system, pressure is at about 32psi, shouldnt it be higher?
