This is the point where I advise you to go find a good machine shop. I'd say, $150 to do the block. The heads depend on how much you have the shop do, and how much you do yourself. If you have the shop just put the bigger valves in, and then port / polish / CC 'em yourelf, probably $75. If you have them do the whole 9 yards, well, more.
Machine shop prices vary from area to area, so do some shoping around. Look for a clean shop, with plenty of business. If you're the only guy there, there's probably a reason. Also, of the only other motors there are Chevy 350's, you may want to look elsewhere.
