TPS Voltage Question Erratic IDLE

Hello everyone....been a while since I have been here but you guys have always been super helpful.....
I have a 98 Mazda b2500 2.5 ltr 5 speed truck that is great. One problem though.
When I am stopped and in neutral, the idle fluctuates between 500 and 2000 rpm. When I am in first gear and releasing the clutch to move, as I depress the throttle a bit the idle drops to about 400, almost stalling, but then as I increase the gas the truck sputters, and finally increases in Rpm. I have to continually drive with the rpms around 2000 so that the truck does not drop in rpm. Also, when driving on the highway, the fuel supply will sometimes cut out for a second, then start again (feels like an electrical problem).
I have changed the fuel filter, cleaned the air filter, tester the IAC and MAF, replaced the plugs, and did a general check around the engine for vacuum leaks. Everthing seems OK. I then tested the TPS as per my Hanes Manual. The reading in the trucks ON position(not running) should be around 1 volt with closed throttle, and 4 volts when open. Mine reads 4.17 volts when closed, and as I open the throttle the voltage drops!! I checked the current going to the TPS and it is normal at 4.5 volts. Basically, it is reverse of what the book says. Is this a typographical error in the book, or is it safe to assume that my TPS is shot? If you have read this entire problem, thanks! Any help is appreciated, and if possible I will contribute anywhere that I can to this board. (you guys already know 10 times what I do) Thanks

There is a TSB concerning the TPS that you should be aware of, maybe it applies to your situation:
Article No. 00-3-5 - Publication Date: JANUARY 31, 2000

HIGH IDLE - TAURUS WITH 3.4L SHO AND RANGER WITH 2.5L AND MANUAL TRANSMISSION

FORD: 1998-99 TAURUS SHO; 1998-2000 RANGER

ISSUE:
A high idle may occur on some vehicles. This may be caused by a poor electrical connection at the wire harness to Throttle Position Sensor (TPS).

ACTION:
Splice into wire harness (-12B637-) just after the TPS with TPS Connector High Idle Service Kit. Refer to the following Service Procedure for details.

SERVICE PROCEDURE
Verify the concern vehicle exhibits a "high idle" condition when depressing the clutch or shifting between gears for the Ranger or when shifting between Park and/or Neutral for Taurus SHO. If high idle condition is not exhibited, proceed with other driveability diagnostic fix procedures. If condition is present, obtain a High Idle Service Kit (XF1Z-15K607-AA) and proceed by following the instructions found within the service kit.
