Thanks for all your responses. This was a $15 transaction and everything was in order and neither the seller nor myself have any complaints with the transaction. I have never received nor given nagative feedback.
My problem is with the feedback system and the attitude that "I'll provide feedback once I've seen your feedback for me". I feel that my feedback should not be related to the seller's performance, it should be based solely on how I performed. Just my opinion.

I have not sold anything on Ebay yet but have bought several items and I have seen the feedback go both ways. I have recieved feedback as soon as I paid and not recieved feedback until I left feedback for the seller. I had not "not" recieved feedback form a seller until recently. After checking his feedback left for others found that he had sent feedback to everyone until February of this year when he started only responding to negative feedback. I sent him an email telling him I saw what he was doing and said SHAME ON YOU. I still haven't recieved feedback from him and really don't expect to. Carl

You point out the fatal flaw in the system: retaliation. Fear of retaliation prevents criticism. There have been times that I considered leaving negative feedback, and after looking at how they were using feedback, thought better of it.

I've seen where a seller has given negative feedback to a buyer after a buyer left negative feedback. The buyer had done his part by making payment.

The buyer hasn't done his part completely by making payment. I know some buyers who have screwed up working items and then blamed the seller. This shows up a lot in computer parts, which is what most of my buying and selling involve. I very seldom wait until a buyer has left me feedback but I will contact him and make sure everything is OK, if he hasn't already done so himself. Keep in mind--many sellers, me included when possible, guarantee what we're selling, so if it doesn't work, we're out both the part and the payment. I've returned payments and in a couple cases the cost of shipping as well. Feedback is a form of recommendation, and I don't want to recommend a poor customer to anyone. In some cases that means waiting to hear from the buyer (e-mail or feedback, whichever) before leaving feedback. I will not hesitate to leave positive feedback when it's appropriate--check my eBay ID (same as here), you'll notice that I've left feedback for nearly every transaction I've had. And, so far, I've neither given nor received negatives.

If I buy I leave feedback as soon as the item arrives and verify that it's in the advertised condition. If I sell, I wait until the buyer leaves feedback to make sure that they are happy with the item.

Whenever I buy anything, I will only buy from someone who has a good feedback rating with several feedbacks. A good ebay'er shouldn't have any negatives. My mom has over 3000 with 0 negatives. I have about 50 and all positive, I've never had any issues with ebay users. I think it's great, I've gotten some good parts for my truck cheap.

As a seller, I leave feedback as soon as payment arrives.

As a buyer I leave feedback after I have the item in my hands.

I always leave feedback, be it + or -

I don't always get it back in return but I don't care.

I usually give feed back after I recieve the item and verify it's condition. If all went well It's usually a no brainer. But if there are issues, which I have had. I tell it like it is, and he can give me whatever feedback he wants..I don't give a damm.

Just got on to Ebay last month. I always used the feedback score before I would bid, did not buy from any seller with more than 2 negatives. The day I recieved my product, I put the feedback in. Since feedback is the only way a person has to judge the sellers integrity, it is a good system, kind of a checks and balance system. Because we are buying sight UNSEEN, and not knowing the condition of the products. With that note, I won/bought 5 products from ebay sellers, 4 of the 5 were not even close to being in the top condition the sellers description said they were in. One tool was defective, but the seller made me restitution for it. Hope my averages get better,
