Crankshaft pulley problem

Crankshaft pulley problem

I'm rebuilding this 292 and I can't get the crank pulley to go all the way back on. It goes all the way on except for the last 1/4". I even broke my harmonic balancer installer getting it on as far as I did. I even took a die grinder to the end to try and open it up, but that didn't help

If I can't get it on is there any harm in leaving it out the 1/4" and then just shimming the water pump pulley to match it up?

Please help!!

it has to go all the way on it holds the timing chain cog in place.you need to remove thr timing cover and see whats going on.the crank key may be damaged.put it on with the cover removed and you can see whats happening.
