I was completing both the Exhaust brake mod and T/C lockup mod...I didn't have all of it hooked up and went to turn key on to test light the EBPV wires when all my dash lights and gauges started flashing with the key on....starter won't turn over....I unhooked all the wires I added and made sure I didn't have any wires crossed or shorted.....can't figure out what is wrong....any ideas to troubleshoot my problems....?

The best way to start with solving this problem; is to put the truck back to it's original state before the MOD. Check the truck out.....is everything working correctly? If so, reread the instructions, and start putting the MOD back in. You may have created a problem when you applyed power that will need to be corrected before going forward with the MOD.

I have put everything back to pre-mod and still have the same problem.
Ok.....it's time to check fuses, and look for melted insulation, or burned smells on wire bundles that you worked on. Don't forget the fuses under the hood.
I've checked that too, all fuses good, every time i turn the key to run I get clicking relays, flashing dash lights flashing interior lights, seens like all the power in run position is shorted somewhere, I turn the key to start and my statrer just clicks on and off, along with everything else, it has drained both my batteries down.. could I have messed up the PCM....when I plug in my OBD-II reader and when it promts to turn key on, it just resets itself and flashes on and off like everything else.....please any ideas would be great

When I've had the truck down for a long time; and I havn't been able to disconnect the batteries. I've notice that there is alot of relay chatter going on when the batteries are about dead.
Put a charger on the batteries or just jump them from another vehicle,and see if that eleminates this strange behavior. Don't try starting it.....just see if all of this relay chatter goes away.
you probably have a power wire grounded out on something, the reason it flashes it because it a circuit breaker protecting the circuit instead of a fuse that just blows. open up the engine compartment fuse panel and turn the key on and feel the breakers and find the one that is clicking. this is the circuit with the short. look in your owners manual to find out what that breaker powers. then i would get a service manual and start tracing wires. shorts are not fun to find so get a buddy who knows what he is doing for some help.
Did charging the batteries fix your problem? Did you check the battery cables to make sure they are clean and tight? It's strange this happened when you were hooking up your mod, but it sounds like a battery, power problem.

Charged both batteries, removed all Fuses and relays, added back only fuses or relay to run then added rest of fuses back, trying to find the problem.....funny thing is I got every fuse and relay replaced and my problem was gone....must have been the low batteries...also found that my horn relay was missing, that's why my cruise and horn didnt work..( i bought this truck 6 wks ago).
