Gas mileage

what do ut hink could be wrong? i keep it under 2300 rpms no matter what and i seldom get over 2000
No matter what air filter system you have, very few folks have honestly changed mpg.
Have you made any changes to truck (any at all) other than filter?
Tire size ?
2WD or 4WD?
Auto tranny?
Rear end ratio?
If your driving is all city, does your speed get high enough for any period of time that you're 'cruising' or are you constantly stop and go? That can make a large difference.

Take your truck out on the highway and cruise for at least an hour. Need to do this anyway to 'blow the dust out'.
This might even help your city mileage.
But as long as the majority of your driving is done as you describe, your quoted mileage is probably as good as it's going to get.
You and your truck are spending all your driving time starting/stopping, winding through the gear changes, but not driving at optimal mpg conditions.
