Hard shift going into 3rd C-6

I have a bad memory but I recall reading about the vacuum modulator and how changing to a different one would change the shifting point of the tranny. That leads me to believe I either have a differents modulator or mine is going bad. The truck shifts into 2nd way too soon and you can hardly tell it shifted. I have to watch the tach to see the RPM drop because the motor is so quiet when it does shift. It shifts to 2nd around 1500 - 1600 RPM. VERY smooth shift. 3rd doesn't hit until about 3500 RPM and it will bark the tires and jerk the truck. And not in a good way. It slams into 3rd. Should I look into a new vacuum modulator or a tranny rebuild?

does the modulator have vacumn at idle, or does it get vacumn when the carb is
opened? To get my C6 to shift smoot I have to let off the gas, and I was woundering if I might have the vacumn line on the wrong place on the engine.
Thanks.
