Injectors Problem?

Is it normal for my 99 7.3L PSD to have a little bit of puffy smoke in the cool morning in Ohio (35 degress without plugging in block heater) or am I looking at an injector problem beginning to develop?

I doubt you have injector problems. Most likely you have the same problem as my '99 did. It smoked in the morning due to a failed glow plug circuit. Fixed the problem and now ZERO smoke on startup, even below freezing.

Thanks for the info....and that leads me to ask another question? Would that cause me to see an increase in the lenght of the very first "WTS" light in the morning and having to crank a few seconds longer the first time?

Don't know about the light and yes if you have several glow plugs staying cold, it will crank longer. All eight lit up and a nice tight HPOP system, it will be running within 2 seconds of crank time, no smoke and that's below freezing.

High Pressure Oil Pump.
The Powerstroke has two oil pumps. One low pressure pump to supply lube oil to all the moving parts and also supplies the HPOP with oil for it to generate up to around 3000 psi. That high pressure oil is utilized by the fuel injectors as the driving force to inject the diesel fuel and make the engine run. There is a 7 to 1 hydraulic advantage built into the fuel injectors so the fuel is injected at 21,000 psi. The HPOP pressure is controlled by the Engine Control Unit (ECU) via a pressure sensor on the left cylinder head and a control solinoid on the bottom of the HPOP.

Kwik is dead on...
Also, try waiting longer after the WTS light goes out before you crank it. The GP's keep heating after the WTS light goes out dependant on the outside air temperature.
