I found the wires right above the fusebox. They are bundled together with about 1/2 dozen other wires that are unterminated under the dash. I guess the other ones are for a trailer brake controller or an alarm? Anyway, thanks for your help.

The 4 you found are called "Pass Through" or "Blunt Cut" wires, Like the name suggests they are only passing through the firewall like others have said. Those other wires are also "Customer Access" wires, except they are connected to the ECU and such for different features usually when fitting a PTO system on the vehicle. One of the wires in that bundle includes the wire used for the High-Idle "Mod". There is also a wire that is "ground in park" and "Ground in Park and Neutral" one use for either of those is if you were to put in a "Secure Idle" module so you can leave the truck running and take the key out similar to how the police/Fire dept vehicles are wired. I think I have a PDF somewhere that explains all the "customer Access" wires, at least the ones related to PTO use. I also noticed a smaller "Customer access" bundle to the right of the steering wheel behind the 4x4 switch, I used the switched power from that smaller bundle for my air tanks pressure sensor switch turn on thingy when I installed my Air system.
So, if my 03 excursion did not come with Driving/Fog Lights can I use these wires?
Yes they could be used depends on how you build your harness for them.

Where are the wires under the hood to connect to the driving light harness?

I did this on a '06 I had, I didn't look to see what yours was sorry. but I did not have a fog light harness on mine, I ran a wire from the (if I remember correctly) Yellow wire behind the headlight switch (I think it dead ended somewhere that's why I had to tap into it) to a relay under the hood then fused power and such under the hood direct from the battery/body.
Although the intention was right, those wires are to short to get to unless you have 6 arms and very small hands, although I may be just complaining because I only have 2 big mitts
