Very Carefully, I pushed real hard on the arm that is bolted to the truck as I took the bolts out and slowly let it spring back. it would be best if you had another set of hands to help you.
If you can enlist the help of someone with small fingers you can loosen the "eye" that holds the end of the bar in place until the bolts are just held in place by a few threads. Then with the T-gate almost fully closed the small fingers can remove the bolts carefully. Its an exercise in trust no matter how you look at it but its "Do-able".

you can also wedge a piece of wood between the lip of the tail gate and the spring this will also help reinstalling the spring. by giving you the room to get at the bolts.
