My 2003 seems to do the same thing... although mine sounds more like a high pitched beep (or you could describe it as a whistle) at the same RPM's. same 4.0L SOHC V6. What does your's sound like- I think we have the same problem. It does not seem to affect the running of the car.
My 2003 does the same thing at the same RPMs, but only when it is ice cold. The colder it is the worse the whistle. It fades as the engine warms up, and then it also reappears around 50-60 mph (same RPMs, different gear). Now that the weather broke I'm positive that the dealer won't be able to replicate it therefore the problem cannot possibly exist. (This has been Ford's way of thinking with every other complaint that I've had.)
I'm sorry but I can't help but digress from the issue. If you find out any more info please post it. I willl post whatever I come across.
I have been experiencing the same thing too. Now that the weather is warmer it seems to have gone away. However, I have noticed the idler pully for the serpentine belt (located near top front of motor) seems to wobble during motor operation and I will try to have it replaced. It could be the culprit... In my 97 EB V8 a similar idler pulley produced some very strange noises as well. Once the item was finally replaced, after the entire exhaust and water pump, the noise never returned. I have not yet gone for service for it but will likely do so in the next few days.
Oddly, I think the belt tensioner on my 03 Ranger I traded in may have been going bad too.
Is there a pattern here?

I just had the part replaced, the idler pulley. The noise has not yet re-appeared. However the new part is rock steady where the old part wobbled about 1/4 inch in a lazy manner. If the noise returns I will report. BTW the part was under warranty so it was a good fix!
On my 173K mile 93 4.0 last week I fired it off and heard a terrible scretching noise form under the hood. Immediately thought a bad bearing on one of the serpentine belt driven accessories. Came from Alternator area. Picked up new alternator and belt. Removed old belt and spun the idler and tensoiner pullies - both sounded bad. Old alternator pulley was wobbling too much for my taste. Replaced the alternator and put it all back together and drove it to Napa. Got 2 new sealed bearings #6203 ($10 each) and back home to tear it apart again. Popped out the old bearings with a big socket and a hammer - new bearings in the same way. Now it pures like a kitten again.
But this was never a whistle. I get a cool sounding whistle at just the right flow/RPM ratio through my cold air intake. Sounds like a Deisel truck. But hey - if original posted recently added one of these cold air intakes - could be the culprit.
Do you have the papers for the warranty work? How much labour and parts were involved in this fix.. I am going to have to pay to get this done now so I am willing if it is not ridiculously expensive.. Where is this pulley located? Is it something someone mechanically inclined could do themselves? It would be a dream come true to finally get rid of that after 3 winters of whistling!
