If he writes us back and we help him decide if he should shoot him it would take too long. We would debate what caliber gun he should use, if he should make a silencer, what shooting position he should take, should he shoot him in the morning or evening, etc. You know how it works around here!

I am sure the local females at the apartment complex all are aware of him. I bet they make sure he isn't around when they take out the garbage. Ask some of the female tenants.
The guy was back today. I was out working on my truck and he pulled up. Just wandered over to the dumpster to take a gander at the new stuff in there. Instead of pulling a Robin Hood, I called the police. They asked if he was still there, and when I went back out he was gone. The dispatcher told me that all they could do was tell him to stop, and that I should call when he comes back. The worst part is that my 11 year old daughter was getting ready to take the trash out.

my father in law goes around with his van picking up scrap metal. he even has a few construction companies call him to come pick up old windows. he'll take it all apart, sort out what's what. he even picks up old tires and batteries he can sell for a couple bucks
if the guy's just looking around in the dumpster what do you care? how'd you like for someone to call the cops and report on your business when you spill something working on your car
If he is legitimate, I won't care at all. As stated before, I have an 11 year old daughter and I want her to be safe. You can play "what if" all you want with your kids' lives, but I would rather be safe.

you've seen this guy three times now and each time all he did was look around in the dumpster. is that what you're going to tell the cops? that you haven't seen him actually do anything wrong, like look for people's personal papers, but you're scared of this guy you haven't even talked to and want them to come and make him go away
Bargod--you mentioned apartments? When I lived in apartments (about 5 1/2 years total here in Wichita), the managers were pretty interested whenever someone was hanging out that didn't live there. It's their property and yes, if the residents are concerned, they are too. I'd call the office and see if anyone else has mentioned him, and let them know what's up. They might call the police, or at least a security company to keep an eye on things.
As far as asking him yourself what he's doing....that isn't your problem, it's the apartments'. Very good reasons--he might be a peaceful dumpster diver or he might be a nut. Probably the former but no reason you should have to find out yourself which one. That is the job of the apartment managers or the police, not the residents.
