If memory serves Ford's manual say's both the 3/4 and full ton 97 PSD (standard or automatic), with a 4.10, is factory rated for towing maximum of 14k. Chipped might make it easier and more fun, but I'd be careful and keep an eye on the guages esp. tranny temp. Someone correct me if I'm wrong here, going from memory.

Legally sounds like you'll be over your GVWR, However the truck will handle it with no problem i'm sure. Is that a slide in camper you have that weighs 12000lb? or you pulling a Travel trailer\camper that weighs 12000lb and the 4500lb YJ too? Sounds like either way you'll have a gross weight somewhere around 23000lb?

i have a 96 that i use to tow about 16000 pounds with twice a week the truck and trailer combo on the scales is about 22700 with less than half a tank in the front the truck handles it fine but it doesnt like to stop it without alot of effort from the trailer also it likes to sway above 55 mph

Your biggest issue is going to be stopping and going down long grades. I can tell you from personal experience that you'll warp your front rotors on the first large hill that you have to slow down on. It was a '95 F-250 pulling a just a little more than the truck was rated for. And that was with brand new brakes. They were smoking by the time I got pulled over. Now that I have an F-550, no problems at all. Very large 4 piston calipers on each wheel.
